NOTICE OF RACE
All times are British Summer Time (BST)
The Organising Authority (OA) is the Castle Cove Sailing Club (CCSC) in conjunction with the 2000 Class Association
This Notice of Race covers the 2000 Class National Championship 2022 which will be conducted in accordance with HM Government Advice and RYA Guidelines relating to the COVID-19 pandemic that may be applicable at the time. Current RYA guidance can be found at www.rya.org.uk/programmes/Pages/return-to-boating.aspx.
The notation (DP) in a rule in the NOR means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification.
- 1.2The Measurement Rules of the 2000 Class Association shall apply
- 1.3Competitors should note that the Organising Authority implements the RYA Racing Charter and that they will be expected to sail in compliance with it. The charter can be found at the front of the RYA edition of the Racing Rules of Sailing 2021-2024 or on the RYA website at rya.org.uk/racing/charter
- 1.4The Post Race Penalty, the Advisory Hearing and RYA Arbitration of the RYA Rules Disputes procedures shall apply (for information of the procedures, go to rya.org.uk/go/rules disputes ). The outcome of an RYA Arbitration can be referred to a protest committee, but an arbitration cannot be reopened or appealed. This changes RRS 63.1.

- 1.6RRS 40 is changed to read as follows: - Competitors shall wear a personal flotation device at all times whilst afloat, except briefly whilst changing or adjusting clothing or equipment, Flag 'Y' will not be displayed. This also changes RRS 27.1, Part 4 Preamble and Race Signals "Y")
- 1.7The sailing instructions may also change racing rules.
- 1.8If there is a conflict between languages the English text takes precedence.
- 2SAILING INSTRUCTIONS
- 2.1The Sailing instructions will be available after April 2022
- 2.2Sailing Instructions will also be available at registration.
- 2.3Changes to the Sailing Instructions will be posted on the Official Notice Board and theOfficial WhatsApp Notice Board.
- 3COMMUNICATION
- 3.1(DP) While racing, except in an emergency, a boat shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. This restriction also applies to mobile telephones.
- 3.2During the event a WhatsApp group will also be used to contact registered mobile numbers for each boat providing notifications and RC communications. Further details will be provided at registration. Failure to receive WhatsApp messages shall not be grounds for redress. This changes RRS 62.1(a).
- 4ELIGIBILITY & ENTRY
- 4.2The helm or crew shall be a member of the 2000 Class Association and shall comply with the requirements 2000 Class Measurement Rule 5.2
- 4.3A Junior Entry comprises a Helm and Crew where both are under 21 on the last day of the event.
- 4.4Eligible boats shall enter by completing the on-line entry and making payment to Castle Cove Sailing Club by midnight on 22nd June 2022. Payment details will be found on the entry system. Entries and payments received after this date will be subject to a late entry fee (see NOR 5.1)
- 4.5The Organising Authority will acknowledge receipt of entries and payment, and entry information will be posted on the event website.
- 4.6To be considered an entry in the event, a boat shall complete all registration requirements and pay all fees.
- 4.7Once payment has been received, any refunds will be solely at the discretion of the organising authority.
- 4.8There will be an entry limit of 70 boats. Any extra boats will be added to a waiting list.
- 4.9Parent/Guardian Declarations: All helms and crews under 18 years of age during the event shall submit signed Parent/Guardian Declarations as part of the entry process and submit details of the parent(s) acting in loco parentis at registration.
- 5FEES
- 5.1Entry fees are £220 per boat for payments received before midnight on 22nd June 2022. All entries and payments received after that date will be £260.
- 5.2Entry fees for Youth Competitors (aged 21 or under and in full time education on the last day of the event) are Helm only £170 and both Helm and Crew £120
- 5.3The entry fee includes
5.3.1Invitation to helm and crew to Commodore's Welcome Reception including a buffet.
5.3.2Dinghy and trailer parking from August 13th to 19th.
5.3.3Sailing suppers for helm and crew on Monday, Tuesday and Friday.

5.3.7Full guest privileges at CCSC.
- 5.4Entries with a deposit payment of £50 received by midnight on 20th February 2022 will be entered into a draw where the winner receives Free Entry and the deposit returned.
- 5.5Extra tickets for meals can be purchased at registration.
- 6CREW LIMITATIONS
- 6.1The boat number, crew name and designated helm shall be confirmed at registration.
- 6.2Each boat shall be sailed by the same helm and nominated crew throughout the event. Helm and crew may swap within a boat as per the class rules.
- 6.3Any crew changes during the event will require the prior written approval of the Race Committee (RC). If it is known at the start of the event that a crew will be changed then all crews shall be entered on the entry form along with the days they will be sailing.
- 7ADVERTISING
- 7.1Boats may be required to display advertising chosen and supplied by the OA.
- 7.2If required these will be provided free of charge by the OA
- 7.3Advertising will comply with World Sailing Regulation 20
- 8SCHEDULE
- 8.3There will be a competitor's briefing at 11.00 on Sunday 14th at CCSC.

- 8.5It is intended to run 10 races over 5 days, with 2 races per day scheduled. It is intended to race on Tuesday 16th August in Weymouth Bay, weather permitting.
- 8.6If in the opinion of the RC the event is likely to become behind schedule up to four races may be sailed, and/or Lay Day changed, depending upon prevailing and forecast, weather and conditions.
- 8.7It is intended to run the races back to back.
- 8.8On last day of scheduled racing no warning signal will be made after 14.00
- 9EQUIPMENT INSPECTION
- 9.1Boats shall be available for inspection, which will take place on Saturday 13th from 10:00 until 17.00.
- 9.2(DP) Boats shall comply with RRS 78.1 when presented for inspection.
- 9.3Inspections may be carried out at any time during the event by the Technical Committee (Rule 92) or their appointed representative to ensure compliance with the class rules.
- 10VENUE
- 10.1Racing will take place in Portland Harbour and Weymouth Bay. Addendum 1
- 11.1The courses to be sailed will be Windward Leeward.
- 11.2Course diagrams will be included in the sailing instructions
- 12PENALTY SYSTEM
- 13SCORING
- 13.1Three races are required to be completed to constitute a series.
- 13.2RRS A2.1 Series Scores is changed to read as follows:
- 13.2.1When fewer than four races have been completed, a boat's series score will be the total of her race scores.
- 13.2.2When four to six races have been completed, a boat's series score will be the total of her race scores excluding her worst score.
- 13.2.3When seven or more races have been completed, a boat's series score shall be the total of her scores excluding her worst two scores.
- 13.3 Rule A5.3 applies
- 14SUPPORT PERSON VESSELS
- 14.1Support person vessels will not be allowed
- 15BERTHING AND LAUNCHING
- 15.1Boats shall be unloaded, rigged and kept as directed
- 15.2Road trailers may be required to be moved
- 15.3All cars must be moved as soon as possible after unloading to the club car park
- 16PRIVACY STATEMENT
- 16.1The personal information you provide to the organising authority will be used to facilitate your participation in the event. If you have agreed to be bound by the Racing Rules of Sailing and the other rules that govern the event (the rules), the legal basis for processing that personal information is contract. If you are not bound by the rules, the legal basis for processing that personal information is legitimate interest. Your personal information will be stored and used in accordance with the organising authority's privacy policy. When required by the rules, personal information may be shared with the RYA, your National Authority and/or World Sailing. - 17 PRIZES
- 18
- 17.1Prizes will be awarded to the first three boats and the overall winner will be
- awarded the first-place trophy and the title National Champions.
- 17.2Prizes will be awarded to separate silver, family fleet competitors and first newcomer (not competed in a National Championship previously)
- 18RIGHTS TO USE NAMES & LIKENESSES
- 18.1Competitors automatically grant to the organising authority and their sponsors without payment the right in perpetuity to make, use and show any motion pictures, still pictures and live, taped, or filmed television of or relating to the event.
- 19RISK STATEMENT
19.1Rule 3 of the Racing Rules of Sailing states: "The responsibility for a boat's decision to participate in a race or to continue racing is hers alone."
19.2Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:
a)They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event.
b)They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore.
c)They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions.
d)Their boat is in good order, equipped to sail in the event and they are fit to participate.
e)The provision of a race management team, patrol boats, and other officials and volunteers by the event organiser does not relieve them of their own responsibilities.
f)The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances.
g)It is their responsibility to familiarise themselves with any specific risks to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any safety briefing held for the event.
h) INSPECTIONS
The fact that race officials may conduct inspections of a boat does not reduce the responsibilities of each competitor set out in this Notice of Race.
- 20INSURANCE
- 20.1Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £3 million per event or the equivalent.

- 2.Access to the boat park will be available from 09:00 on Saturday 13th and 08:00 Sunday 14th, for access outside these hours please contact the club in advance.
- 3.The CCSC clubhouse will be open all day throughout the event. The galley will be serving breakfast from 09:00 and packed lunches, cake etc will be available before and after sailing.
- 4.The Championship Dinner will take place on Friday 19th August. Bookings and extra tickets will be available at registration.
